The source does not confirm the coordinate datum. Check its fields or documentation before importing into QGIS. Do not guess an EPSG code or confuse assigning a CRS with transforming coordinates.
CSV with coordinates：CSV: use Add Delimited Text Layer. Set X to longitude/easting and Y to latitude/northing, with the correct EPSG.
